This is an easy and budget friendly casserole to throw together. I remember this from when I was a kid. Chow Mein Casserole = Comfort Food.
1 lb ground beef
1 1/2 c chopped celery
1 med. onion, diced
salt/pepper to taste
1 can cream of celery soup
1 can cream of mushroom soup
1 1/2 c water
1 tbsp soy sauce
1 c minute rice, uncooked
1 can chow mein noodles

Preheat oven to 350.
Brown hamburger, drain. Add celery and onion. saute with hamburger until slightly translucent. Add in all the rest of the ingredients except the chow mein noodles. Pour into a 9 x 13 baking dish and bake for 30 min. Reduce oven to 300, and pour chow mein noodle evenly over top. Bake an additional 30 minutes.
